There have been a few threads where it is mentioned that UFMS must issue the new Foreign Travel (Zagaran) passport within 30 days, but I cannot find in any of the threads a link to the law.

Does any body have the link to the Russian law that states that the passport must be issued within 30 days.

If possible it would be even better if the link could be provided in Russian so that Alla (my wife) can present the Local UFMS in Yuzhno-Sakhalin with the law.

The reason for the request for the link is that Alla has been informed that because they (the UFMS) are busy she will have to wait an extra two weeks before her new Foreign Passport is issued and that will totally screw up our plans.

As far as I am aware that option has already been explored.

It seems that, the "sugar" option does not work in Yuzhno (unless you can find an individual is in an office on their own).
