Only 12 months......ooopppppsssssssss, my lovely wife managed 6 years on her Russian International Licence driving in the UK, without getting stopped once.....

On the orignal page posted there's a "test" link : Use the 'exchange driving licence' interactive tool . You get the same 12months answer. In theory the start date is "...from the date of coming to GB...".
Aside from being stopped by the Police, if you have an accident (regardless of fault) your insurers are highly unlikely to pay out/cover you....at which point the Police probably do get involved.

My wife had the same mind blanking experience, especially when I would tell her she wasnt doing something wrong, she would start getting angry as she had been driving in russia for 10 years before this. She took lessons with a good english driving instructor and it helped enormously, but I did give her practice in my own car and she could repeat the things she was struggling with as often as she liked, i.e parallel parking, reversing round corner etc. She passed her test first time after 4 months training. This was after revising the theory test for 2 weeks and passing 100% score.
